Using less water always translates into savings on citizens’ water utility bills. But starting in January 2011, the need to conserve water will become even more important financially. This spring, the Spokane City Council approved a new conservation-based water rate structure. Under the new rate structure, large water users will pay more per unit of water than customers who use less water.
